He’s wrong about that. One of the key facts about a formal designation as a terrorist organization, is that they (the IRGC) fall under the post 9-11 Authorization for the Use of Military Force.
Here is a nice little gem from the article:

It is now legal in the United States to kill him.

They are going to start seeing the effects in a hundred different ways, beyond just having their Instagram accounts closed. Any company doing business with them could be prosecuted for providing material support to a terrorist organization - subject to long personal jail sentences, rather than just fines to the business.
They now have a legal status like fugitive criminals, so they and their families will increasingly have difficulty just freely travelling and living in the West. A whole new round of laundering and hiding their ill-gotten assets must be undertaken.
