The photo has changed. The one I eye saw had the person all in white: robe and hat/turban. There may be two different photos at different times.

Possibly. The problem here is it is a still picture - anything could have been manipulated. It is much harder to do with video - which doesn’t look like that.
Below is a much clearer video that shows this guy. There is no doubt it was NOT a man in a turban and robe.

You are absolutely correct, q is crap, and it should be kept off the entire forum.
For the clip being circulated I still don’t believe the video is definitive, too few pixels.
That said, at 3:30s there’s multiple people, at least one with a flashlight, which provides a far more compelling argument there were people up there for legitimate reasons.

Conspicuously in the building amid emergency responders, not so much.
