My guess, too. The grocery chain in my town locks up the whole womens cosmetics _aisle_ from something like 9 or 10pm to closing.
Locking up is protection against theft. After all, unwed mothers and illegal kids need formula but they cannot get that back where they came from so they came here to steal our products and our way of life too.

Our Walmart is undergoing a massive inside remodeling.
Part of that remodeling is putting in locked shelves with sliding glass doors with key locks on the doors.
Expensive liquor, personal hygiene products, baby formula and ?????? are now behind those new and locked sliding glass doors
If you want something that is locked up, you ring a button attached to the glass door. Usually in 1-2 minutes someone shows up and gets the product for you. They unlock the shelves to get the product out from the locked sliding glass doors.
Then, they do some type of product scanning with something that looks like a heavy duty smart phone. Next, they hand you the item to put into your cart.
As you leave the store, your receipt is scanned by another scanner.
A greeter at the entry door has a similar scanner if people leave without going through a checkout stand.
