Iran paid $400 million for U.S. military equipment that wasn't delivered because the Shah of Iran was overthrown. Obama administration said that with interest, that $400 million grew to $1.3 billion, a figure that U.S. and Iran agreed. So Obama took the original $400 million and added $900 million from some fund to give to Iran. If Obama can do this, I don't see why Trump can't use the $14 billion for El Chapo to fund the wall.
