This guy is what I was posting about to another FReeper. His district is half of the length of the Rio Grande River. Looks as though he represents Mexico, or the Tex-Mex Counties along the river instead of the interests of the State. It also looks as though he barely wins his elections. Probably why he votes the way that he does. I looks to me like the Texas Counties along the Rio Grande are Mexican enclaves, and not really part of Texas. From his picture, it appears that whatever he is, he isn’t white.
