Well, there will be a partial shutdown at midnight tonight as the House has adjourned until noon tomorrow. The effect of the partial shutdown overnight should be minimal. If the Senate reaches a deal tonight, the House could have it fixed by tomorrow afternoon

To be clear, we have seen shutdowns start from a technical standpoint after the deadline if there is no agreement. In April, 2011, Hse did not vote on an interim spending bill to fund the government until after the midnight deadline. Obama didn't sign the bill until the next day

A shutdown is assured because there is no bill to fund parts of the government beyond 11:59:59 pm et tonight & the Hse is out. Negotiations continue behind the scenes. But nothing can move through the House.
