I suggest college style dormitories be constructed on Capitol Hill for all members of Congress. Identical single rooms along halls and a shared shower facility on each floor. One shared meeting/lounge room on each floor. Rooms randomly assigned by drawing, no halls segregated by party or racial identity. Each room contains a bed, a desk, 3 or four chairs. All members of Congress is required to live in the Congressional dormitories while Congress is in session. No exceptions.
The result would be shorter sessions. Shorter sessions mean less legislation and less damage to the republic. By forcing them to live together they might begin to talk and collaborate. Worst case the prima donnas would have equal status in the dorm with the rest. Image urban multimillionaires having to rub shoulders with the middle class representatives from rural districts.
The idea is good in theory and would allow us to pay these reps what they should be paid (less than $100k) but the rich ones would still get a place in town leaving the poor ones alone in the dorms which may not be a bad thing.
I do think they should be nicer accommodations and maybe more like frat houses with a kitchen and common areas for the reps to mix.
I like your idea except its location. Place the “dorm” in Southeast DC in the middle of the hood. Not in Georgetown or some expensive suburb. Provide free bus transport between the dorm and congress. There is plenty of inexpensive real estate down in that corner of DC. I am sure the Dems would welcome this opportunity to live among their peeps.
Likely the “dorm” could easily be transformed into a prison . ..if the need arose.
