“Only land owners can vote on land tax measures in CA.”

Wrong!

Tear out the driveway and plant grass.

You don’t live here, do you? ;)

(Grass apparently needs expensive water in order to keep growing.)

At the state level, that's true. However, the "repeal" allowed jurisdictions to assess the same type of tax, which the Democrat counties instantly and cheerfully did.

Oregon cities have rain taxes or fees. Beaverton, Hillsboro, and I think Portland.

Based on square footage of roofs and charged at sewer rates.

"cisterns...water for the garden"

That was the water you lived on, to drink and cook.

If it was a good year, one could take a bath.

In many L A residential areas, you can NOT park your car(s) on the street. I had 4 vehicles & a 2 horse trailer & I parked them ALL off the street. 2 station wagons—1 ton dually truck attached to horse trailer & Honda 600. NOTHING was parked on grass. My lot was 62 X 125 & had a 1250 sq ft house on it.

I now live in rural N Nevada on 5.58 acres. All sand & sagebrush & about 4 1/2” of rain a year.

Oh, that’s true. And actually, most KEPT it since they already set it in motion due to the earlier law. You know how it’s hard to eliminate laws...or just processes...once they start.

Calif & Jerry Brown put thru a bill to tax tap water this year. Don’t know how they distinguish it from the water in your pool or your lawn.

I have yet to see a ballot in California for property owners only.

.
It sdepends on whether it is a “Parcel Tax” (ie value based) or a tax upon the land (not value based)

If they put a land tax on the ballot, it is invalid. Land based tax elections are done by the Assessor’s office by mail sent to owners only.

I’ve lived here all my life and owned property for 30+ years. I’ve never seen that yet.

I’ve only been polled that way twice, about 20 years ago.

But this thing cannot be voted in by non-owners.
