Some put it aside then pick it up on they way back?
That would be the only valid reason but I’ve seen the same bags in the same locations on separate days. So not everybody does that.

Probably. When I used to run with my dog, if she pooped early in the run, I would bag it, leave it, and pick it up on the way back.
Yeah, that's me sometimes. The dog takes a crap at the beginning of the walk and I don't feel like carrying it with me for 3 or 4 miles.
The true tell is if the bag lies in the same place for a couple of days.
