The 23rd Amendment gave DC residents the opportunity to vote for president, and I assume that they can also run.
Most of the DC residents who are likely to run probably are registered elsewhere, though.
I don't know whether the residents of territories and commonwealths can run for president or vice president.
No party would nominate them, because they wouldn't bring any electoral votes with them.
I actually thought there was a modern day Amendment that required Electors to vote for president and vice president as a unit, which is the way we vote as individual citizens.

Concerning Puerto Rico, I thought they were natural born USA citizens.
Nope. Apparently, the issue has never been litigated, but a number of Supreme Court Justices, all of them Left or Center-Left, have indicated they would vote in favor of “natural born” status.
