Exactly. Every major power on earth has these sorts of hair-raising plans in their files. They'd be remiss if they didn't. Somewhere, in some military file cabinet, there are plans for a hostile invasion and takeover of Canada, for heaven's sake. It's what the military is obliged to do -- plan for every conceivable eventuality. (And Canada had better be on her best behaviour.)

You can bet that the military of any country with nukes has plans in place for using them against their enemies or potential enemies.
