Anyone that has been around D.C. for any amount knows thar the GAO very far from reliable and has leaned left since its inception.
I dont blame the GAO for the work they do.
The GAO on paper is supposed to perform independent analysis of the cost of government projects
But Congress always tells them to use certain unrealistic assumptions that drastically underestimate the true likely cost of a project or unrealistic assumptions on revenue generated.
And most telling they are never to take in to account the likely effects the project or law will have on the spending habits of the people effected.
For example the effects on the purchasing habits of young people in response to ObamaCare. Young people stopped buying Health insurance. And a huge hole developed in the expectations of the income of health insurance providers.
