I read the article. Thanks for including it in your response. Under the title:

Factors Affecting High Murder Rates

There is only mention of poverty, gangs and organized crime as factors. Not one reference to the 'race' of the people committing these crimes. Are we supposed to assume these are Blacks? Are the writers of this article afraid to say what 'race' lest they be called a racist?
