At that moment, Congress should have disbanded them. They have been a nest of treason since they were created and have not added value to the USA because they exist. They were created to basically collate intel inputs from all across the government, and hopefully help us prevent another Pearl harbor.
Instead, they have the same reputation worldwide as the Gestapo, Stasi, NKVD, etc. They were the arm that murdered JFK and have utterly dominated our government since that coup. They missed 9/11 and the breakup of the USSR.
It is not beyond the realm of possibility that they did not miss 9/11, but let it happen anyway to further their own goals.
