As you know, it was some kid said long ago ( that child has been on Social Security for decades, by now, if still alive! )as a jumbled Sunday school quote. Though I have also seen it as a quote from Shakespeare's Hamlet. In modern English, it translates into : who would bear burdens/who would bear another's burden?.
