"Israel is considered the party that gave the green light for the entry of Assad forces into southern Syria, following negotiations held between the commander of Russia's policing forces, a representative of the Russian administration, Jordanian and Israeli officials. These were based on a Russian commitment to remove Iranian forces from the area, to an initial distance of 40 kilometers from the Jordanian border. Further negotiations regarding the depth of Iranian deployment in the Golan Heights will be held at a meeting between Netanyahu and Russian President Vladimir Putin..."
Israeli newspaper "Haaretz" Analysis July 8, 2018
Negotiations are underway to get additional opposition forces to agree to reconciliation and surrender to the Syrian government in the southwestern part of the country.
Opposition forces agreed to reconciliation Friday across the last portions of the eastern Deraa region allowing the Assad regime forces to take control of the entire M5 highway down to the Nassib border crossing with Jordan.
The Syrian government proclaimed a great military victory in Deraa.
If the new talks are successful the Syrian army and Russian military police involved in the reconciliation process will move up close to a portion of the disengagement line with Israel in the Golan Heights.
There are still more Al Qaeda (Nusra Front) and ISIS forces in the Quneitra region along the Golan border with Israel to be defeated.
The Israeli newspaper "Haaretz" published an analysis Sunday July 8th writing that Israel has been talking through Russian intermediaries and allowing the Syrian government offensive to take place on the condition that Iranian forces not participate.
Further talks will occur with Israel's Prime Minister Benjamin Netanyahu and Russian President Vladimir Putin set to meet on Wednesday to discuss the unfolding situation in Syria.
In recent weeks and months there have been frequent meetings between leading Israeli officials and their Russian counterparts.
Also in the mix, the United States, which sent a message to the rebels through the Embassy in Jordan during the recent government offensive saying the USA would not be supporting them which provided a great incentive.
A week from Monday (July 16th) President Donald Trump will meet Russia President Vladimir Putin in Helsinki, Finland with matters like Syria and Iran etc. etc. no doubt on the table.
It appears that a process may be underway to end the long civil war in Syria but there are still many obstacles to be overcome.

About bloody time! Why did we support the terrorists in the first place?
Wait...Obama!
Never mind
I still wish the Russians weren’t so nice there and would instead ‘liquidate’ ISIS, rather than agreeing to let them move on (and fight on).
Russia is moving those willing to move into a pen up north where they will surrender or die later.
I don’t recall ISIS being willing to move though, its the other jihadist groups that get moved out.
They just morph...if they oppose Assad, they’re ISIS, regardless of what they call themselves on a given day.
