Scott's work is done. He accomplished his goals. He is being attacked. Time to remove him from the equation. He knows it and the President knows it. The media didn't have a clue ahead of time, so they don't know quite what to say at this moment.
As you said, now there will be a new boss, and the enemy will have to start completely over on the plan for their new attacks, giving the new guy time to accomplish his goals.
