Andrew McCarthy had an excellent article yesterday Clinton Emails: What the IG Report Refuses to Admit (the Fix Was In) in which he wrote "Yet their [IG investigators] analysis left out the best intent evidence, namely, Clinton’s willful setting up of a private, non-secure server system for all official business." This was completely ignored in the IG's "investigation." It is impossible to argue "she DIDNT INTEND to break the law" in the face of that irrefutable act.

What is never investigated I saw her MOTIVE for setting up that system. It's curious why that never comes up. I believe it was set up to facilitate and cover up the entire Clinton criminal enterprise and their bribes and kickbacks from other nations. It was the essential ingredient in her pay-to-play schemes.

I believe the motive may also have been to facilitate the selling of state secrets to foreign agents. The hard part of espionage is transporting the secret material out of the secure area. Clinton automated that.
