Adding a few words might clarify what STEELY TOM was trying to get across.
The possibility that Donald Trump might become President was CONSIDERED BY THE DEEP STATE TO BE a threat to national security, and THE DEEP STATE/MEDIA CLAIMED THAT members of his campaign were engaged in a criminal conspiracy against Hillary Clinton and therefore against the United States.
