Not an easy problem by a longshot. NK is a humanitarian crisis of immense proportions. Even Venezuelans are in a better position as were post war germans. Practically speaking, a joint military occupation by the U.S., China, and South Korea, with extreme oversight ensuring money goes to food and education. Even then it will take years before they can function as a “normal” nation.
