Only my pay & stay amnesty would grant US legal status: Provisional Resident Status on a Conditional Basis.
The low-cost amnesty people would have to apply at embassies and consulates, which are of course outside the US. That gets the tight-wad illegals out of the USA by their own means.
Then the tight-wads need to have an employer or relative buy their way back in (or get in the normal wait your turn immigration queue).
