Because the homeless, druggie and people hunting for discrimination paydays in court will make life hell. You’ll suddenly have every indigent hanging around inside every small medium and large business they can all day long, hopping from business to business every 20 minutes and every single stop they will say “I was just using the bathroom.”. You’d like to think it’s a small problem but every City from small to large would be overrun with rules like this. Just look at the avalanche of druggies and weirdos just from this one Starbucks thing. Now imagine every business you like to frequent being like this all day every day. It can happen.
