I don’t understand why the agents would lay themselves open to the sort of investigation that they must have known was coming. They would have known that nothing would come of it that would damage themselves but it would make for lots of hassles. The only reason to shoot Finicum that I can figure is intimidation of the others so that they would all cop pleas so this thing would not have to face a jury woth actions that were patently unconstitutional.

The two officers who shot Finicum did so because he was seen as a threat to the officer coming out of the woods with the Taser.

Finicum yelling that they would have to shoot him, not following commands, and reaching toward the area where he was known to carry his weapon were also part of their assessment.
