He will also use discretionary authority to improve border security including the use of “the M” - e.g. the military. Army Corps of Engineers, for example, to design it. If in the end some Dems challenge him in court, well we’ll take our chances after it gets to Scotus.
The design came from businesses invited to bid. Not all these businesses had the infrastructure to take on the job. My father had a small pipe wrapping company, he was invited to bid on the Alaskan pipeline. Company will be paid for design, Army Corp of Engineers will build it! It is going to be awesome! The black and Latino rioters who burned down chunks of the city after the Rodney King verdict (1992) victimized Asian business owners. There's been more than one attempt to just ignore 209, and a Latino lawmaker attempted to amend it out in the Assembly, but backed down in the face of the public outcry.
Leland Yee, the Demwit who not long ago got sentenced for gun running -- and was himself a public advocate of gun control -- was also a champion of 209.
