"When I used win 10 and ran into things like this I would power off and on until the repair tools started at boot up."This is often an effective strategy after a failed Windows 10 update. After about 3 power offs, it will attempt an automatic repair. I've seen this several times on one of my older machines, and it has been successful each time.
