Yes, Trump lacks a band of believers. Seems like he as instead allowed or intentionally surrounded himself with naysayers, backstabbers, and non-believers that are happier with a Democrat agenda.
That's probably because nobody with any significant DC experience believes in Trump's agenda. He has had to - in a CEO-like way - favor competence and experience over ideology. Reagan didn't have as much of this problem, since DC back then still had many conservative figures who were happy to sign on to the Reagan Revolution.
Trump is a man without an existing political constituency. He is instead the voice of the citizens saying "No!" - and because of this much of his potential DC-experienced workforce can't stand him. And after seeing what happened to Bannon and Flynn, there isn't a long line of DC volunteers - they are sitting out this Administration and hoping things will return to "normal" after the 2020 elections.
