You’re one of those, huh?

You need to study history.

The US government doesn’t own the surface rights on any arable land in the Guadalupe Hidalgo treaty states. It is all privately owned. The government only owns the underlying fee title.

They do not have the right under the treaty to collect rents for grazing.
