What happened at that meeting is this:
The head of the FBI, Obama, Yates, Rice, et al., met and came up with a plan. Comey would tell Trump about the dossier. They would keep Trump under wiretap, and all his transition people and even after he was President, and they would use that dossier to get him to try to take actions to cover it up, to keep it from coming out, to tell his people in DOJ or in the White House to do things to keep it under wraps, and then they would use those actions to impeach Trump. That was the plan. First, Comey had to tell Trump about it.
Up to reading your theory of what happened, I was of the view that Rice was talking about a meeting that never actually happened. Your suggested sequence of events is certainly worth considering....
They forgot the step where they get Trump to spend four years of blood and treasure dragging out a very unpopular war.
