from reddit i read that there are two paths to a special prosecutor, the DOJ and Congress... If true, then Sessions’ approval is not (and shall not be) strictly necessary.

Congress gave up its ability to appoint a special prosecutor years ago. They could reauthorize the process, but the enabling law would be a long time in the making.
