The National Guard is formed out of state units but are under the umbrella of the federal government too. Normally they are commanded by the state governors, but the feds can mobilize them also and then they are under federal control.

Whoever is posting this stuff definitely has some pretty good knowledge about the inner workings of some agencies, departments, Title 10 and Title 32, and many other aspects. He/She is correct about Admiral Rogers meeting with Trump before he was inaugurated, and without authorization from Obama and his underlings. That meeting caused panic and a mini-revolt. Further, he/she is also correct about the Marines. Under the 1834 Marine Corps Law, they can be directly used for ”Other duties as the President may elect.” Not only is that authority broad, it is legal and Constitutional. I am not saying everything in this data drop is verified and true.

But let your imaginations run wild.
