I'll offer this theory:

Note that the final parking ticket for his car in the garage at Mandalay Bay was in the name of Marilou Danley.

Theory: After Paddock took the car out of the garage, it was brought back (with the explosives in it) by a Filipino woman accomplice using Marilou's ID. The plan was for her (not him) to get the car from the garage at some point and maybe use it in the attack somehow or meet up with him in his escape and use it in a future attack.
