That's not who they're talking about creating "jobs" for.
The article spells it out, sans using the old ( and appropriate ) names for people who can do little to nothing in a demanding job. And no, I'm not putting them down, nor trying to insult those who can't help the way they were born; just stating the facts.
And don't even think about the very high level mentally whatever the PC term for them now is, who work as baggers, in grocery stores! The vast majority of them are useless to worse than that.

I hate to say it, but in these cases how often does “nonprofit” translate to funneling money to nonprofit offices and bureaucrats?
My brother is mentally retarded (the old non-PC term), and despite the fact that he expresses a desire to join the workforce, his limitations would never make it possible, even for a fast food job.
So my suspicion is, organizations like this might get paid $XXXX dollars per head to try to find him a job he can't do, or a simple job that he could find without their help.
