I mean I really hate to play Monday morning quarterback with cops but from the dashcam I can clearly say they were like taxes and just did not know when to quit.

I knew a cop once. When he came home from work I asked him “Did you catch the bad guys today?” He said “we always get the bad guys. May not be to-day or tomorrow but we eventually get them”.

Sometimes one must have patience. These officers had no patience and no sense.
