Homo Sapiens emerged in what is now east Africa, Turkey and Europe between 100,000 and 400,000 years ago and Stonehenge isn’t quite so ancient. If the “ancient stone artifacts” you mentioned are to include Stonehenge then who, other than Homo Sapiens, could have built it...Neandertals?

No, neanderthals certainly didn't built these “Wonders of the World” either. Logically, we know that these amazing structures were not built by any being we know of because they simply require abilities and techniques beyond the capabilities of the human genus.
