Despite repeated attempts, Republican Texas Governor Greg Abbott has reported that he has been unable to reach Houston Mayor Sylvester Turner. Abbott has called Turner's cell phone "several times" to offer aid and whatever he may need in this time of crisis.

Probably running for the hills to avoid being in town when Trump arrives. I am sure if he is around when Trump arrives, he will be required to be present at the President’s press conference and he doesn’t want to be seen with the President.

Yes, the Republican governor said they should probably evacuate. That he would if he lived there.
The Democrat Mayor and the Republican judge over emergency services told them to stay put.

I’m certainly no fan of Nagan-redux, but Turner is right, and Abbott is not...evacuating a city this size when we do not have a storm surge (which is where the sea crashes through homes) and when don’t have high winds is insane. It’s easy to watch TV and think the whole city is under water, as was much of the case with New Orleans, but it not. We do have localized drainage problems, resulting in a backup of water in many locations, but it is far, far, from the dykes going down as happened in New Orleans.
