I’ll disagree with that. The Dums pander to their black electorate like crazy. Their problem is lack of turnout. That’s why you see frauds like BLM, the Mizzou hoaxes, and over reactions to Ferguson, et al, arising with a year of a big election
Gotta get the dupes and welfare states riled up so they will turn out. We saw what happened in 2008 and 2012, the LIVs and NoIVs made the difference.

If by pandering you mean doing them lip service, sure. They don’t actually do anything to really help them though.
