I was discussing this topic with a friend the other day—how a variety of ancient cultures dealt with dangerous and/or stupid members of their tribe.
Some cultures just banned them from the civilization and left them to try to survive in the wilderness.
One more modern culture just sent them on boats to Australia. :-)

That culture also sent them to America (the word colonies is plural).
Unfortunately, they then proceeded to do all they could to bring the remainder back down below the mean and, just in case that failed, they imported vast numbers from their other colonies.
We seem to send all of ours to university.
