As I understand it, the ACA is filled with the ability of the administration to make changes through the Sec of Health and Human Svcs. There were many complaints that through Executive Order and decrees by the HHS Sec. changes could be made to the ACA. These idiots assumed that there would be another dem in the WH after Obunghole so they thought they would in charge of health care very shortly. They didn't expect a president like Trump to turn the tables on them so quickly.

I don't think any other candidate in GOP would have even thought of doing this.

What "it" is, is the fact that most people thought or believed that Congress was under the same mandates. Sen. Charles Grassley slipped an amendment into the bill so mandating. Then someone (don't know who - yet) who removed the amendment!

Some sneaky bastards we have "serving" us, isn't it?

Reminds me of the time we found out Congress was committing "insider trading."

A rule was passed disallowing it but at the 11th hour, Eric Cantor slipped in a small item stating that Congress was forbidden from insider trading......but not their family nor their staff!

Fortunately, Cantor was "insider traded "OUT!!!

One of the things that makes the ACA so dangerous is the broad authority for the head of it to make big changes/accommodations w/o other authority....that also means that the new head can make sweeping changes in the other direction.
