Beyond a shadow of a doubt, the Director of the FBI is an "OCA" -- or, "Original Classification Authority".

OCAs are required by law to RECOGNIZE, CLASSIFY, and MARK any material they originate or encounter that should be classified. Doing so is a fundamental requirement of their job!

HRC aas the State Department'x top OCA -- yet, she admitted that she never classified anything, and depended on others to do that job for her. BUT -- her private e-mail system totally bypassed those other OCAs -- meaning that anything she sent went out into the world -- unclassified and un-marked.

Is America about to learn that Comey was yet another top-level OCA who failed to do his Classification Authority job?

Comey has zero excuse for writing down classified information -- and NOT classifying and marking it as such!
