Any nuclear device, when detonated, emits an EMP pulse. It is just a matter of how the designers enhanced the weapon design to emit the desired amount of EMP.

We do have them, they are called nukes. Detonate one in the ionosphere and the energy is conducted as a large electronic flux or EMP.
But you are correct, the Nork would need a reliable nuke small enough to fit on a reliable rocket to get this done. It is not clear he is there yet.
Yet is the key word.
