This is a key concept in the conflict theory branch of sociology. It holds that societal norms are in place to keep the powerful (white men) in power. Therefore all enforcement of norms is racist and the victims, no matter what they do, aren't. They are just rebelling against an unfair system. Critical Race Theory grows out of this.
Btw, almost ALL college sociology professors are Conflict Theorist. They are as Looney as you think they are.
The only academic sociologist who produces anything readable is Rodney Stark. I think of Baylor.
