This is bogus information. Pot use has not surged in any of these three cities. For one although use in private became legal in January, rules for legal sales have not been established by the state or locally. Both Portland and Bangor have moratorium on licensing establishments for sale or use. Portland is going to renew theirs next week for another six months.
