Well I have taught US Army MPs and close quarters combat to Infantrymen. The technique he used is legitimate, though in my opinion not really necessary at the point in which it was used.
Given the fact that the arm jerk and roll over ended with the person on the ground, I would say that it was effective. And even safer than a hip throw.
