This is not brutal at all. There are two reasons someone hits the ground that hard. One, they are almost completely disabled to begin with. Two, they are completely drunk/wasted. See #2.

no question in my mind that the officer used TOO MUCH force and I believe that will ultimately be the judgment when she sues him and the City.................
I do think “intent” may be a question. Meaning It may be that he did not intend to hit her as hard as he clearly did.
