Everyone knew that wasn’t the real body, though, just as nobody thought 18th century panniers reflected a real shape.

I think the point was to express wealth through excess and impracticality.

Although, for my taste, I’ve always thought panniers, especially the really, really wide ones, were goofier. :-)
