As I recall, even the excellent Paul-Sanford bill covers pre-existing conditions for a period of around 2 years, so they could probably could have waited and phased the PECs out later.

Just curious, but how would that work...does it cover treatment for 2 years or does it say you can’t have had the condition for more than 2 years???
What’s the point...sounds like a plan designed to meet a specific dollar cost number rather than health policy.
