Jail is a poor substitute. They end up with criminal records and arrest records which bars them from jobs and housing. No one should have to disclose those things.

The solution is begging licenses. Require that they be drug/alcohol free, be in case management and take classes on job skills ETC. No aggressive panhandling or annoying people. If they say no, move on.

They are also subject to random screening and testing. If they fail, they lose their license until they complete rehab.

Aggressive panhandling, described as, waking up people on trains and buses for money, asking them repeatedly even when told no, baring pedestrian or auto traffic, threats and touching. If they do this they lose the license.

They also are barred from panhandling on road medians, near ATMs or stores with ATMs or banks.

And also the names of all licensed panhandlers will be distributed to all stores and restaurants that sell alcohol or marijuana. They may not sell to them. If they do, they will be punished.

Bottom line, better a man to be poor honest and beg than steal. But we can regulate how they beg. Liberals already have regulations for everything there is and %99 of the rules make no sense, we can do the same for beggars.

I doubt begging licenses is a solution. The ACLU shut down mental hospitals, & most of the worst cases on the street are mentally ill. They’ll be fine one day, & a menace the next. No one wants to have to deal with them, & they are definitely a danger to ‘normal’ folks. People who have to address such issues on a daily basis may go either way - sympathetic or wishing them done away with. Regardless of being Christian or Satanist.
