This is more like Saddam Hussein’s post-defeat plans for his Baathist Party/Sunni Uprising/ISIS programs. He had plans for past his coming military defeat, i.e. a Sunni fanatical underground force that would try to drive the Americans out of Iraq by the use of IEDs and suicide bombers (of which they have plenty), as well as massacres of the Shiites (who were friends with Iran, another troublemaker for the U S and about whom we did NOTHING).
