It was a fake by some dude that eventually tried to sell it on Ebay.
He posted here for a while as “Inspector Smith” and eventually got zotted for being full of crap.

Was it debunked? I had not heard that. I know the birth certificate offered up by Obama himself was proved by Sheriff Joe Arpaio's posse to be a forgery beyond a shadow of a doubt. They even located the donor birther certificate used to fake it. But I had not heard of any investigation taking place regarding the document shown by Obama's brother. Maybe it too is a forgery, but until it is proved as such, I have to offer it at least as much credibility as the main stream media *still* gives to Obama's 100% forged document.
