All legal. It’s the system that has been manufactured.

About six or seven years ago...some chief of security for a California university retired (she was in mid-50s)...having a pay scale of around $240,000 a year. I think the pension level was near $175,000. They appointed the number two to fill the spot temporarily. Roughly a year goes by and he retires as well. At this point, they bring the retired gal back, and hire her once again at around $275,000...and she got to keep her pension check going as well (so well over $450,000 of state money going to her). All legal.

That is criminal. Some people certainly know how to work the system...especially state government employees...and especially in CA....
